Randy Zimmerman, Ph.D. recently retired from his 1st career as a distinguished US Army Infantry Officer who served in a wide variety of leadership and command positions. During his time in the Army, he led teams as small as 3-4 to more than 600 people. Since 1996, Randy has focused his operations management talent on solving complex problems for the Federal Government. He has a solid record of performance in all aspects of operations research from requirements definition to data post-processing and presenting results. A proven record of identifying core issues and achieving results under pressure, on time, and under budget.

While serving in the US Army, Randy worked on a wide variety of problems ranging from logistics issues to information management systems. His dissertation supported the Defense Logistics Agency in identifying the least efficient supply depots around the world and what measures were necessary to improve system efficiency. Since retiring from the Army in 2005 and forming the Zimmerman Consulting Group, he continues leading large groups of people focused on solving complex problems.

Randy has been frequently recognized for his exceptional performance in project/program management, with a talent for crafting and executing plans to meet project milestones and multi-million dollar budget execution. He is a dedicated team builder with excellent interpersonal and communications skills who displays a commanding grasp of systems engineering theories and practices.


Software & Systems Engineering:

Successfully researched and implemented a travel optimization program that has been adopted throughout the Department of Defense and many other Federal Agencies. The effort integrated existing travel per diem rates, airline city-pair costs, and a travel calculator for estimating the cost to host a meeting or training event. The effort was recognized by Vice President Gore and Government Executive Magazine and awarded Travel Manager of the Year honors..

Decision Analysis & Process Improvement:

Rapidly developed a method for evaluating the effectiveness of cleaning and decontaminating spare parts for the US Postal Service. Investigated and implemented a cost effective process for processing spare parts that were potentially exposed to Anthrax. The recommended solution saved the US Postal Service more than $4 million dollars over other recommended solutions. View the letter in full here.

Program & Budget Analysis:

Developed a methodology and the necessary metrics to identify system inefficiency and effectiveness for the Defense Logistics Agency. The mathematical programming methodology served as the seminal program for comparing the performance of supply depot operations. This simple, yet effective methodology used data that were readily available and allowed the Defense Logistics Agency leadership to empirically evaluate the efficiency of the supply operations.

Command and Control:

Led numerous studies examining operational and tactical command and control enabled by technology. Studies have focused at all echelons from platoon to Division Command level. The results of each study have served to inform Army leadership about how to better integrate technology to facilitate battle command.

Program Management:

Supervised and managed a $2 million, 12 person, integrated team of government civilians and contractors, in support of the Joint Staff/J-8. Responsibilities included supervising the development and presentation of JWARS combat simulation model training, day-to-day management of the JWARS & TACWAR Help Desk and Internet web sites, assisting users with JWARS installation, initial set-up and configuration of the JWARS software, and configuration management, maintenance, and distribution of the TACWAR combat simulation model.
